Work Schedule:

8:00 AM to 5:00 PM Monday through Friday

Rate of Pay:

This position is a grade 16 with a minimum of $71,700 and a mid-point of $95,600. Salary offer will be commensurate with the education/experience, in alignment with the College's compensation philosophy, and the current CBA, if applicable.

Job Summary:

An employee in this classification performs work of considerable difficulty by being responsible for securing and managing all of the department's grant budgets and is primarily responsible for ensuring all proposed outcomes are successfully delivered and are in compliance with current legislative and grant requirements. Work is distinguished by the responsibility for strategizing college and community-wide to deliver equitable comprehensive workforce development programming ordinarily with a focus on low-income youth and adults. Direction is received by the assigned manager.

Required Knowledge, Skills & Abilities:

  1. A master's degree in education, sociology, or a related field with a minimum of 4 years' experience in program management, and a minimum of 4 years' experience working with multiple funding sources with demonstrated success in writing and receiving grants or equivalent combination of training and experience.
  2. Considerable skills in developing, justifying, and managing departmental budgets.
  3. Considerable skills in overseeing and leading a team through implementation of multiple grant that have differing outcomes.
  4. Considerable skills to advance the commitment of equity, diversity and inclusion and proven effectiveness as a culturally competent professional with experience interacting with and supporting the needs of a diverse student population
  5. Considerable skill in interpersonal interaction to be applied to a variety of individuals with differing education, ethnic and socio-economic backgrounds.
  6. Considerable skill in organizing work to meet established deadlines while maintaining attention to detail.
  7. Considerable skill in developing and maintaining positive and professional relationships with internal and external customers from diverse populations.
  8. Considerable skills in verbal and written communication.
  9. Considerable skills and ability to plan and adapt to change
  10. Considerable skill in the use of the Microsoft Office Suite, including but not limited to Word, Excel, Access and Publisher
  11. Working skill in operating a personal computer, applicable software and peripheral equipment as well as learning and adapting to new and updated programs and technology.
  12. Ability to work a flexible schedule which includes days/evenings/weekends as needed by the department.

Desired Knowledge, Skills & Abilities:

  1. Considerable skills in staff supervision in an area related to job training or human services
  2. Bilingual Spanish/English ability

Essential Duties:

  1. Recruit, interview, hire and supervise grant coordinators, job developers and other grant staff.
  2. Assist with maintaining all Workforce Development grant budgets to ensure funds are expended in compliance with varying restrictions and policies. Daily management of multiple WD budgets with different requirements and documented submission dates. Communicates with institutional structures for timely processing of deliverables - including reporting, financial review and close-out. Collaborate with other teams at ECC to find, offer writing assistance and be responsible for deliverables of grant opportunities that meet the needs of our community and ensure they can cover the cost of staffing.
  3. In collaboration with the Dean, drives internal implementation of the Workforce Development grants to ensure sustaining compliance and consistency with grant/agency over the life of the project, following institutional and sponsor guidelines. Provides support and guidance to the ECC team members to ensure proper execution of services and recording of deliverables.
  4. Collaborate with local Workforce Investment Boards, Illinois workNet Centers, area businesses, social service agencies, schools, and numerous ECC departments to design, market, and deliver programming designed to meet the needs of primarily low-income, unemployed individuals throughout the district.
  5. Participate on workforce-related committees to provide input and insight on the community college perspective. Design and deliver presentations with key players, to local, state, and national organizations on the model programs developed and delivered by the department.
  6. Oversee marketing/outreach of grants or program to achieve increased participation
  7. Maintains confidentiality of privileged information and adheres to applicable privacy laws
  8. Demonstrates sensitivity, understanding and respect of diverse populations within the workplace.
  9. Maintains an understanding of the work of colleagues to effectively provide backup and/or support for co-workers during times when the division is short-staffed or experiencing an increased volume of work.
  10. Adheres to department guidelines for attendance and punctuality
  11. Demonstrates independent judgement and discretion in making position related decisions.
